Touro University Berlin, also known as Touro College Berlin, is a small, independent American university located in Berlin, Germany. Founded in 2003, it was the first and only Jewish-American college established in Germany. Touro Berlin is part of the larger Touro College and University System, which has campuses across the United States as well as in Israel and Russia. Touro University Berlin offers an intimate learning environment on its campus in the leafy suburb of Charlottenburg, overlooking the Havel River. The campus is housed in the historic Paul Lindemann Villa, a modernist building designed by renowned architect Bruno Paul. The university is American in origin, but its students and faculty come from all over the world, and the language of instruction is English.

Touro Berlin offers undergraduate degrees in business administration and psychology, as well as graduate programmes including a Master of Business Administration (MBA) and a unique MA in Holocaust Communication and Tolerance. The university is particularly renowned for the latter, as it is the only university in Germany where students can complete a full Master's degree with a focus on Holocaust history. One of the distinguishing features of Touro University Berlin is its accreditation by both German and American authorities. The university has been fully accredited by the German Science Council since 2012, and also holds accreditation from the Middle States Commission on Higher Education and the New York State Department of Education. This dual accreditation allows eligible students to earn both German and American degrees simultaneously. Notable alumni of the broader Touro College system include politicians David G. Greenfield and Kenneth LaValle, boxers Boyd Melson and Dmitry Salita, and educator Rivy Poupko Kletenik. Touro University Berlin is a relatively young institution with a unique focus.
